Rally Marshals - Fast Track Entry
In order to encourage existing and experienced marshals to register,
a number of dispensations as described below have been agreed as an introductory
incentive. These dispensations cease on the first issue of an MSA Rally
Marshals Registration Card or on 30 June 2003, whichever is the earlier.
Registration forms for all grades will be available at all the MSA
Training Evenings listed elsewhere on this website. From 2 July 2002, they
will also be available from the downloadable forms section of this website
(see the home page), or on direct request from the MSA.
For fast-track entry at Grade 2 (the more experienced marshal),
a marshal must:
(i) have completed an MSA Rally Marshal Registration Form and
have had this form countersigned by a nominating club and ticked in the
appropriate grade box to confirm prior attendance and satisfactory performance
of duty as a marshal at a minimum of six rallies run under MSA permit;
and
(ii) have attended a Training Seminar approved by the MSA for
that purpose and have their MSA Registration Form stamped accordingly.
For fast-track entry at Grade 1 (specialist marshal) a marshal
must:
(i) have completed an MSA Rally Marshal Registration Form and
have had this form countersigned by a nominating club and ticked in the
appropriate Grade box to confirm prior attendance and satisfactory performance
of duty as a marshal at a minimum of eleven rallies run under MSA permit;
and
(ii) be able to provide evidence of registration as Specialist
Marshal on an MSA approved Training and Grading Scheme, or other supporting
evidence that their level of current skill, experience and training is
commensurate with the grade they are seeking. Typical admissible evidence
is copy of current Regional Association Rally Marshals Scheme or British
Rally Marshals Club registration card, or photocopy of appropriate set
of regulations for an MSA-Pemitted rally showing the applicant as a named
Stage Commander, Deputy Stage Commander, Stage Safety Officer or Sector
Marshal; and
(iii) have attended a Training Seminar approved by the MSA for
that purpose, and have the MSA Registration Form stamped accordingly
It should be noted that while three Grades of Rally Marshal are described
in the scheme, there is in effect a higher grade as well –
a virtual ‘Grade 0’, if you like – which is for MSA Licensed Officials
appointments, such as the (current) International and National A Rally
Clerks of Course, Stage Rally National B Clerks of Course and (soon) Event
Safety Officers. These individuals will not be included on the Rally
Marshals Register, as they will already be part of the MSA Licensed Officials
scheme, and this mirrors the current practice with regard to Licensed Officials
and Registered Marshals which has been running successfully for a number
of years in circuit racing.
Ultimately, recruiting and basic training of the new or novice marshals
is something to be done at club level as much as nationally, and resource
materials (including script and video) will be made available for Regional
Associations and Clubs from September 2002, so that MSA Training Instructors
or Lead Instructors can stamp or sign individual registration cards accordingly.
